rvdv did not have a game in his possession.. He had a source to ship one from Europe at an unknown condition for a high price tag.
So, I guess the answer is yes to the budget! I'm not willing to spend brand new stern prices for a classic stern; especially a project game.

Well.... I wouldn't say they are "hot". Maybe to the few people that collect early solid state games.
I think there is a bit of hype factor out there because of some threads and articles saying that old stern's are good value for the money. Well, when people who own them see that and jack up the price, it's no longer a "value" anymore.
And lets be honest.. Only a select few classic sterns are keepers. Hence why I have this want ad.
