If you set the 10K reel to 0 manually does that stop the motor? Likely your 0 pos. sw. needs a tweak. Look here for more info: http://www.pinrepair.com/em/index2.htm#reels

Those Decagon reels can be tetchy. A visual doesn't ensure that things are correct. Take a look at the link I posted above.
