I've heard about this but can't recall where. There was some rule in Europe that the machines could not display certain information (serial numbers or something like that). Or maybe the operatores didn't want it displayed. For the machines that violated this rule, they avoided it by adding this delay to the DMD so it come up after that information was displayed.
