What year / era game ? Same as the ones before ?
Some diamond plated pf might need to be scuffed for adhesion. Some older inks may soften enough with the solvent in the varathane and stick ok via a chemical adhesion , and the catalized auto clear type clear ( I think that is similar to diamond plated ) won't soften and adhesion could be an issue . Clear needs some mechanical adhesion over a hardened diamond plated pf, clear coat grips in a sand scratch.
I always scuff with a mild cleaner and a 3M scotchbrite pad at the very least to degloss the pf. Usually use a grey pad , (sort of like 800-1000 grit depending on how hard you press down).
Also, as one stated, if wax was present it will peel like that too. But the cleaning process probably should have removed the wax, Im careful with automotive solvent wax and grease removers as to not remove art, usually don't use them for that reason . Alcohol , simple green, and foaming glass cleaner is what I use.
Could be outdated product , but to my knowledge ,there are only physically drying binders in varathane, so no hardeners to go out of date in a short time . Might still be an issue though.
Hopefully it will blow off with an air blower or plastic razor blade and let you start over.
