Gil Pollock explained the relationship between Premier/Gottlieb and International Concepts several years ago at Pinball Expo. In brief, Premier acted as contract manufacturer, but allowed the games to be obvious as products of the Gottlieb pinball factory. IC wanted to do cocktail games; Premier had no interest in doing any; Premier never would have built a conventional-style pinball for another company. For this game, it would help a lot to find any info that establishes a date, because the IC-Premier relationship was already shaky when Carribean Cruise was on the production line.

Agree here, I’m questioning whether this was an International Concepts game or not? It’s a complete 180 from what the other 2 look like and this has Gottlieb’s name all over it.
I’m gonna hazard a guess that they had a design in mind for a 3rd game should it get to that point, considering they designed all the games. So they probably had this as a contingency plan and when things fell through with IC they put it out as a test, lost interest or went under by then and thus it’s lived in the wild since then.
