The RD board should have nothing to do with which flippers operate at all.
You should check the 12VDC power supply.
TZ has a FlipTronics II board in it.

I've heard a few odd issues with RD driver boards in TZ too...Burt never anything about flippers, which makes sense as flipper circuitry isn't on the driver board, other than power.

Was it just the UL flipper, ot was the UR flipper disabled too?
Per the manual, both should be inop in those modes.
