What BCD says -
It's a ROM setting. Used for 'low line' applications (where your house/arcade voltage is below 110v), this kills the upper left flipper during LITZ and Powerball MB, to help avoid the low line resetting the game.

Per the manual, both should be inop in those modes.
The manual is wrong in this case - it's ONLY the UL flipper..

Magnets in the mini playfield?
Hard to say, but the first thing I would check is the magnet's part number. Back then, there were two different magnets available, one stronger than the other. Over the years, if they were ever replaced or removed, it's possible wrong ones were put in.

Okay - I wasn't sure what was being referenced. (As, honestly, I don't notice a loss of 'fling' on the Mini Playfield when I'm in the Powerball MB or LITZ.)
The only thing I can think of is that since both of these are driven by the 8 High-Power Driver PCB, check that board - make sure the resistors and diodes and the TIP102s are up to snuff?
