Nope.
In fact, in a normally operating game, it's impossible.
Think about it. The last ball of the previous game must drain to the trough for the game to end. Therefore, there will always be at least 1 ball in the trough.
And, at power up, TZ rev 9.4h (at least) ejects balls from where ever they are locked (excluding the gumball machine) so three should end up in the trough.
