Sound like you've got a ribbon cable either installed a few pins off or it may have come a bit loose on the connector during shipping. Pull them off and reseat them. Check all the ribbon cable connections too, not just on the CPU.

check LED 4 on your Driver Board. It indicates if you have 5 volts, which is needed to run the CPU. If it's not lit, check Fuse F113 on the Driver board. If that's all good, look at your CPU, which is in the lower left corner. It has 3 LEDs in the upper left. The lower one should be on all the time, also indicating you have 5 volts.

BR2 & C5 got replaced and that fixed the 5 volts issue. Was only spitting out 3.3 volts before replacing, for anyone following the thread for the solution.
The connectors were unrelated to the boot issue. Both GI plugs were badly burned and the male connectors were never replaced, causing GI to be out. The fuse blown was also unrelated and was due to a former hack repair to the right flipper.
