A few clocks I rebuilt had the missing clips. Seemed to have no mechanical effect because everything is so snug in place... but I would still add them.
I purchased some at home depot. 2 for 50 cents. they are in the hardware drawers in little clear/ white baggies. Small price to pay for peace of mind. See attached picture.
