I think they are adding a washer in between where the scoop mounts to the playfield. I had to add one to my CFTBL after adding a cliffy. This allowed enough room for the ball to roll into the subway without catching the lip of the Cliffy. In your case, it may allow a bit of adjustment to the weldiment.

Yes....without seeing the ball actually traveling, you could be hitting something as the ball comes up and out of the scoop. Also, you may want to experiment with adding washers on one side or the other, this would then alter the path that the ball is coming out of the hole as well.
