Definitely sounds like weak flippers about the only time mine goes partway up is if is a glancing shot. I rebuilt mine after I got it and they are very powerful not ever an issue making it up the ramps but coming of the rails happens sometimes, particularly with the poweraball. Herg's advice is good on what to check.
