Make sure the ribbon cable is on properly, no pins bent or missed. Reseat all cables related to the dmd going back to the MPU.
Yep. Reseat all ribbons as Lermods suggested.
Next, swap the DMD controller with another WPC game to see if the problem follows.
Next,
Use your DMM to measure the HV to the display.

That looks like both a voltage problem and a data problem.
