    Check clock gears, make sure they're not gummed up and binding. check voltage to your Motor control board under the PF. (Off-hand, I cannot remember if it should be +20v or +12v, but it should be one of those.)

    That feed should be the flasher +20vu feed; on my game it sits at about 24v. 16.4 is awfully low. Are your flashers dim? (And not LEDs - LEDs will be bright no matter the difference between 16 & 24 volts)
