Sorry to say that but yes, I call it a design flaw.
I experienced the same, adding direct SDTM from the Prison magnet as a "bonus".
If you believe ops would fine-tune a game on location in France to make it playable, you are sadly mistaken. Getting a software update installed here is already a miracle.
