Yes, it could be rebooting on startup due to a CPU ROM checksum error. If you have another Stern SAM game you can install the ROM from that game into this one to see if it tries to boot.

Oh, my bad. But isn't the game data on SAM stored on a ROM and the USB port is only used for installing updates?
