Are all the fuse leds lit on the board when you close the coindoor?
If you swapped boards and the same issue occurred, the problem most likely lies with the wiring. You said you checked continuity to the solenoids, but how did you do this? Did you do it from the board connectors to each solenoid? Did you test both sides of each solenoid? Did you check the diodes on the coils (if there are any?)
You could also try to ground each solenoid off the transistors to see if they fire.

I though you said you swapped boards? Was the transistor blown on both boards?
