    I agree with @Grizlyrig. Side rubbers should always score powers of 10 (1, 10, 100, 1000, etc.). Scoring 25 on an EM is a major feat of engineering.

    It could be the work of Charles Bell. Try this google search
    "Charles Bell" pinball
    to see who he is.
