dear Dave,

I had a look at the schematics and saw that the star 1 relay will switch between 1000 and 10000 points ( at 21 F). So there must be a problem with the switch of this relay. So look at the connections between the l.bonus relay and r.bonus relay switches with the star 1 relay switches. Also try to bypass these switches to investigate where it is wrong (maybe the connections are redirected).
