Trouble with Flash Gordon eproms

I'm working on bringing an AS-2518-35 board back to life. There was some bad corrosion in the usual places. I removed and replaced all of the affected components and sockets after neutralizing and sanding the damaged area. I'm able to get the initial flicker when I power up the board, but not the first flash. Hopefully, this tells me that the reset is working and the rom test is failing. I jumpered the board to accept two 2732 eproms at sockets 2 and 6. I'm using a GQ-4X burner to burn my eproms. I've added the required external power, but when I burn the roms, they always fail to verify. Do they need to verify in order to work on the board? Is this a common problem? Thanks for any ideas.
