There's a switch inside the scoop. Easiest way would be to put the game in single switch test mode, take the glass off, and throw a ball in there and see if the switch is working or not.
If you lift the playfield, the scoop itself is held in place by three screws.
The switch is attached to it somehow, I don't recall exactly how .. but .. it's entirely possible it either went bad, or there's a broken wire that'd need to be re-attached. There's likely a diode on there that could have gone bad as well.
Some cursory digging around on pinball repair will show that this is minor - there's not much more to that scoop than that.
