So, the flipper responds to the button being pushed. However, it does not recoil to it's original position. If it does recoil at all, it does it VERY slowly. Everything under the play field looks normal Any guesses?

When it is stuck up turn the game off.
If it stays up you have a mechanical issue.
Any up and down play on the flipper ? ( prevents pawl from binding on the nylon bushing the flipper shaft goes through the playfield in )
Take it apart and see what is binding. Pawl move freely where it hooks to plunger ? Coil sleeve not worn or cracked ? Plunger end not mushroomed or a sharp edge ?

See if there is a little up down play with the flipper. If there is none there should be. The flipper should move up and down slightly about 1/16 of an inch.

So, this problem occurred after I had some friends over to play a bit. I turned the machine off, went and ran some errands..... Now, the flipper flips back into position without any hesitation. Strange. What is the black looking "soot" around all of the flippers under the play field?

Dirt from the flipper mech. Some dust, some metal powder from parts wearing.

My tron 3rd flipper did this as well after a while (A month or so?).. just need to loosen the pawl and pull the flipper up slightly (creating the gap mentioned above) and re-tighten. Simple fix for an annoying problem.

That is a big 10-4 good buddy.
Actually the result is below the playfield between the pawl and playfield but you get the same results - nothing binding underneath.

OOHHHHHH....I'll have to look at that in the morning. That makes sense though. It's slowly becoming clearer...LOL
Our 3rd flipper did this for a while, I discovered it was NOT the pawl, but the Coil Stop had come loose just slightly and was causing the flipper to bind.
Ordered a new coil stop and good as new.

i cleaned all, it still does it (not always, was time to time)
i than cut (quite an half !) the back spring, and it did the trick...
PS : btw, the coil stop was changed before that, as i though it was the prob, but wasnt

If it is a mechanical issue, cutting the spring is not the proper solution. You most likely need the flipper to be looser to the playfield (i.e. gapped).

Ageed....Billycrna, did you try any of the suggestions above?

My Tron did the same thing. What I figured out was the upper left flipper has no EOS switch. So if you hold your left flipper a lot just with gameplay, it will heat up the coil and cause the stuck flipper. After a while not using the machine, the coil cools down and works again.
I've changed my play by not holding that flipper up as much, and have not run into the problem again.
