Ok, from the few I have owned I think Pop-A-Card was the toughest.
Don't feel bad. JBK listed Target Alpha. 
I only have one 70s wedgehead and it's Pop-A-Card. Love the drops nestled up at the left and right side of the top bank, behind the pops, that you can't get with a direct shot from the flippers.
