Get a DMM or volmeter, check the XPIN power supply output for +5 VDC. Then check for +5VDC at the MPU. Since you have so many new boards, it is most likely a cable or connector problem.

The no capacitor I also get 20 volts.
If you are getting 20VDC at the MPU logic supply circuit it is likely that you have fried many of the ICs on that board. In the future, always check a power supply output before you plug anything into it - even a brand new one.
