    Jeffery Loria has to be at the top of most lists. Tried to make Canada pay for a new Expos facility, failed, sold them and moved them to Washington.

    He then tried to force Miami to build his Marlins stadium, they bit with the understanding he would pay for top talent, and in their opening season in Miami, he purged the entire roster, smiling all the way to the bank.

    Robert Nutting owner of the Pittsburgh pirates. One of the few franchises that their payroll has declined over the years.
