Trying to help out my neighbor with his Tommy machine. Turn it on but doesn’t boot up. GI comes on and that’s it. Check fuses, all good, where to go next?

Check 5 volts and ground at MPU test points, just to the right of battery location. Should see 4.90 to 5.10 volts.
