I placed a 9v battery on the motor and it spins fine which leads me to believe its something with the motor control board of the opto board. The opto board is only a couple years old.

First, go into test mode, solenoid testing, test solenoids 17 and 18 (make sure to pull the solenoid power pin on the left inside of the coin door so you have power). One is forward and one is backward. If one direction works, you probably have a blown transistor. Q42 is backwards, Q40 is forward.
If you have neither forward or backward in test, I'd check the optos for the trunk. Go into switch test mode and see if the optos below the trunk (switch 55, 56, 57, 58) are open or closed. You can slide the opto interruptor ring off and manually trigger each opto with a piece of paper to make sure they're all working, too.
