Fixed it back to what it was. There is an error on the Type 1 schematic diagram. They show pin 1 as input, pin 2 as voltage output and pin 3 as ground. This has pins 2 and 3 swapped. Pin 2 is ground and pin 3 is output.
The photos of this thread correctly show the cap installed between pins 1 and 2.
