It's not a bad price for western Canada. Lowest I've seen PB go for in these parts in the last two years is $1,500. We are in the pin wasteland. No, seriously, it's like Mad Max up here 
LMK if you want to pass on it. I think if the seller is motivated, $4,200 could get it done.

Let me repeat, there are no pins for sale here. At all. And when they come up, they sell for close to the prices the OP has listed.
In the late 90's, early 2000's, there was a cabal of guys who bought up all the pins and sold them to folks down south.
We import all our pins here. Very few of mine were local purchases, and they took months to find. Heck, I had to get my LotR from Vegas! My Creech came from Italy. tSPP, one of Sterns biggest runs. We have three in my province.
