Thought it was an easy GI header repair... but kinda stumped

Hoping for some sage advice for a Jokerz GI problem I'm troubleshooting. Before I started out, the playfield GI and the backbox lighting was out.

I had some burnt connections on the interconnect board, so today I got around to replacing the pins and connectors. I redid J6 (labelled G.I. Input) and J9 (labelled G.I. L.PLFD)

After the repairs, the right side of the playfield lit up, and the backbox lit up, but the 1st strand of lamps was full brightness and the 2nd strand was dimmed. (image attached, same bulbs in both the top and bottom)

I checked the voltage on the bright series, and it was reading 6V. On the dim string, it was reading 3V.

The J6 connector appears to be the power in from the transformer -- 6V according to schematics. 4 wires, with 1+2 jumped, 3+4, 6+7, and 8+9.

The readings I'm getting from those wires are 1.5V on 6+7 and 8+9, and 3.9V on 1+2 and 3+4.

It's definitely possible that I'm testing the voltage wrong, or reading the schematic incorrectly, or both. At this point, I figure it can't hurt to ask for help.

Ahah, it was the connector to the relay board behind the backboard door. Here's things lit up and outfitted with LEDs:
