Stern may not have any choice at all in the matter.
The license holder decides, and often you are only allowed to use the "clip art" images.

But the art package is often NOT up to the licensee at all.
Oftentimes you are given a "clip art" package of pre-approved images, and that's all you are allowed to work with.
