I would definitely start with a complete game though. These are going for close to $1,000 nowadays in pretty much any condition.
To do this level of restoration or scratch build in this case.
$6-700 for a new or restored cabinet.
$3-400 for a decent, burn-free 25" monitor (unless the one it came with is is good shape) It could also be rebuilt. $150 or so for flyback and cap kit
New HAPP coin doors are about $125 each x 4. Stripped and powered coated old coin doors would run a bit less.
Side art is huge! Looking at about $120 for each side. There's a few different sets out there but they aren't very accurate.
NOS CPO: $300, but probably never find one. Repro CPOs are about $60.
NOS leaf joysticks $70-$80 each x 4
New monitor glass and marquee glass $140
Repro marquee translite $45
Jamma Harness, power cord, fan, isolation transformer. $100
Working PCB $350-$500. Unless you buy the game with it in it.
New speakers $50
New t-molding $25
New leg levelers $20
Switching power supply $40
New buttons $20
New colored coin inserts $20
New monitor bezel $70
Metal brackets: $50
I think that's about it. So around $3,000 plus a lot of TIME.
