shooter tip is part of the plunger, white or grey plastic.

not that, that is for a manual plunger.
the auto plunger uses this.http://www.marcospecialties.com/pinball-parts/A-6306-2
you don't need to replace it unless it is broken or badly worn.

switch 31 is an opto at the entry to the ramp

I think there is something blocking the target from dropping all the way. Look for something like a broken piece in there.

Check the bottom of the cabinet, probably there and can be reused. Just bend new ends from the broken spring.

I would check the opto switch that controls the kicker. Maybe a wire broken off.

I used Quick Wood Epoxy putty, sanded and used a decal from Classic Arcades. Colour match is off but much better than it was.

I am guessing you have a divot the ball is getting stuck in. Common problem because the ball vibrates on the magnet. I repaired mine with wood putty and put a decal over it.
