DLC packs don't cost 40K, patches do. It depends on how the the devs are packaging their submission.

The publisher doesn't really do any code work on the game. They just give Farsight the access and ability to submit and publish on the different platforms. You have to get licensed in order to publish on consoles. getting licensed can be expensive and difficult. All they have to do is find a publisher that is willing to take on the title so they can start submitting to MS, and get the new DLC out.

It seems like the UI gets worse with every version. It's become a total train wreck.
