Stern has no control over the fan. It's controlled by a temperature sensing switch within the power supply.
They don't run it all the time for power savings. It's not a lot of power, but over millions of those power supplies, it DOES add up. Also there's no need to run it all the time when in colder times of the year it may not need to come on at all. I think it's a fine setup, they just put the wrong fan in there. I fixed that.
