The problem with that is the the license holder of the theme may not like what he has done or maybe even want a game made using their art and theme. The license holder really holds all the cards.

Last I heard was it was a challenge finishing it. Bad source audio and still working on the voice over.

If it was confirmed you wouldn't be asking. Not wishful thinking either. It's heavily rumoured that the deal's been done.
Re: theme .. it's extremely niche, and also, a second machine in a row tied to a 2-3 week period of the year. Also, they've said they don't want to license IP.

It is a TREMENDOUSLY popular theme, worldwide. Japanese are still crazy about it, and there is merchandise year-round (and a new Disney show coming). Them not wanting IP licensing is likely the main reason, but that's a shame since it is such a great package.

Then why bother. Theme is a big draw, *especially* for this game. I want this game with this theme only, not another lame unlicensed AP game. I'm just not seeing how AP survives without licensing.

I seem to remember it made something like a fiftieth of US revenue on global theatrical release. Maybe DVD / Blu-Ray / games were different, but I seem to remember it virtually didn't see release in most places, and flopped terribly elsewhere at cinemas. Only records I can find for overseas are UK .. and it made $200k vs $70m on original US release. That's pretty horrendous.

It's become a massive cult classic in the years since. Merchandising alone has to be in the hundreds of millions. North American DVD/Blu Ray sales in the US are more than it pulled in at the theatres - almost $100 mil just from those! In total, theatrical+dvd/Blu Ray+streaming+merchandising+overseas, it is likely closing in on $500 million now.
Disney doesn't waste money on flop IP and they're making a whole new series based on the movie.

I think you're grossly overestimating revenue.
Several theatrical re-releases in the US have only seen $5m added to the original $70m. If it was as popular as you are claiming, I think it would have been a lot more.
