Do that before you cut them and use a good heavy glove to hold it still while drilling the holes as it is sharp material.
Word to the wise: don't use scissors to cut blue "flap" steel. The sheet will curl slightly as you cut and you'll never straighten it. Instead, use a heavy duty paper cutter and you'll make nothing but sharp, straight cuts with no curling. Then use a Dremel tool to round the corners to match the original; I held the corner gently against the edge of a cut-off wheel to shape it and it worked like a charm. Also, a sheet metal punch is great for the holes. I got this one from Amazon and it's dirt cheap, plus no need to worry about cutting yourself during drilling:
