Have you ever seen this game work properly? I think there are several problems here.
First it looks like the 1000 point score reel has a hard time resetting because it doesn't recognize when it has reached zero. Instead of stopping at zero it seems to roll past it several times before the game recognizes the zero and stops. There is likely a stack of three switches mounted on the score reel assembly. One of those switches should open when the score reel is at zero to prevent it from advancing any further during reset. Another of those switches should close when the score reel is at zero to tell the game that it has finished resetting. Both of those may be dirty or in need of adjustment. If you're not familiar with these switches unplug the game and advance the score reel manually by pushing the plunger into the solenoid. Watch the switches as they open and close. Do the same with a working score reel and compare the two.
It also looks like the 10,000 point score reel starts up occasionally during reset after it has reached zero but this may be better addressed once the 1000 point score reel is working properly.
Finally it looks like the Ball Count step unit isn't resetting properly once the score reels reach zero. This may just be a mechanical issue due to built up dirt an hardened grease. If you unplug the game you should be able to test the Ball Count and other step units manually. For each solenoid on the step unit push the plunger all the way in and let it go. The step unit should smoothly step forward or backward and the wipers should come to rest directly above some of the contacts on the contact board. Any hesitation in the wipers, or stopping off center or between contacts may indicate that the step unit needs to be cleaned.
