Correct only on the lowers but I think your problem is with the switches on the cabinet by the button there are two switches stacked on the right side first one is for the lower flipper second is for upper if you are not getting good contact on the second the upper flipper will not work. If that doesnt help then what mark said would be my next move always start with the simple things first
