TFTC Flasher Issues

Having an issue with 4 flashers not working in test or during game play. If you look at the schematic, they are the 4 flashers connected to Q41 (black/blue +orange wires). I know the bulbs are good, I have continuity from the sockets all the way to the CPU board. I have replaced Q41, it's pre driver transistor, and the TTL for that part of the circuit on CPU pcb. I have also replaced D14 on the PPB board thinking that could be causing me issue. I am getting voltage at all the bulb sockets as well. I'm at a bit of a loss as to what else could be giving me this issue, so I'm reaching out here to the pinside experts! This is the last thing I need to fix before we reach that magical moment where everything works for awhile, so any help is appreciated. Thanks y'all!

Bump and update:

I swapped both the PPB and MPU boards from my Baywatch into TFTC and got no change, so I assumed it must be the the wiring despite my tests saying otherwise. So, I clipped onto a socket in that group and verified that my voltage was good, and indeed I could patch onto another flasher and it would work. So I clipped onto a socket again and tried patching to R6 on the PPB, and nothing. Patching onto other resistors on the PPB gets the socket to light up again. R6 tests normal on DMM. Solenoid side of this circuit works as expected. Not sure if I should just shotgun components in the circuit or not at this point, if anyone has any ideas I'm definitely open to them!

More info: Clipping onto R6 from input side = lights. Clipping from output side = no lights. So I suspect that resistor, but I do find it strange that the flashers didn't work with my other PPB, which works well in Baywatch.

Swapped R5 and R6, no change so it's not a bad resistor....I'm stumped now
