When you say fuses "look" good, does that mean you visually looked at them. I only ask because a fuse can look good to the eye but actually be bad. The only real way is to take it out of the fuse holder and check its continuity. The wire inside the glass can disconnect from the end cap and appear to be good but actually not.
Good luck, hope it is just a bad fuse.
