Try re-seating the WPC ASIC. Do not attempt without a proper ASIC puller, though.
If that doesn't do it, I'd look at the traces and components around X1, R91, R92, C28-C30. That's the power off clock circuit. I'd also check power to pin 14 on U21.
If I didn't hit money with either of those, I'd probably rip and replace U21. After that, it's time to dig out the scope and see what's REALLY going on.
