Switch edge test - do both optos on the right flipper button work ? If not, there is the problem.
If not, then check the power and hold transistors on the fliptronics board. Check the coil that both diodes are on the coil good.

I've seen this happen when the opto interruptor breaks. The game thinks that the flipper button is pressed all the time, since the interruptor is blocking the beams when at rest.
Sometimes the interruptor can lose its spring tension and cause sticking flippers, or make them hair trigger. One fix is to install the spring steel "helpers", but I don't like the clangy noise they make. I remove them, heat them with a lighter (or heat gun if you prefer) right where the arm meets the body, then just as they get soft, bend them towards the flipper button. It restores the tension and costs only a few minutes and a little heat.
Lastly, some of the new white interruptors pass light and don't work properly. A Sharpie or black paint pen takes care of this.
