Tech: Strange jumper wire on Whirlwind's Interconnect board U1

Hi everyone-

Last weekend I took home a nice Whirlwind. Like most system 11 games, I had to repair the GI headers and connectors as they were burned up. When I had the Interconnect board pulled, I noticed there is an odd jumper wire added. It goes from U1 pin 1 to the leg of resistor R1. I can't for the life of me figure out what the jump is for. Its not to bypass a faulty trace.

Has anybody seen this modification before? Is it safe to remove? The game plays fine with it (for now), but it strikes me as a low-voltage compensation hack. Please advise.
