I haven't seen that exact problem, but it looks like it partially boots, then gets stuck in a loop. That flash sequence appears to be what happens when a fresh ball is in the shooter lane waiting to be launched.

I would start by checking (pressing them) connectors and socketed chips.

It looks like the game code is crashing but I dunno if it's ROMs, processors, interfaces or memory or what...
