I’m still a little stuck on the Scoop. Based on the schematic, the flashers associated with the same transistor work. What could be the issue making the coil not work?

I would check the diodes and resistors on the PPB board. That is where my issues were when I had some flashers not working while the corresponding coil was fine. I pulled the board and found loose solder joints.
