On your rectifier board (This is the circuit board right above the transformer in the right corner of your backbox), where you checked your fuses, you aren't making good connection.
Repin and replace the connectors. If you notice any broken traces on the back when you are repinning, fix that.
General Illumination for the backbox is on J2, (the big connector on the bottom of the board), pins 1 and 2 to pins 10, and 11.
I know it sounds like a lot, asking you to repin the connectors and the plugs, but that's a 20 Amp fuse for General Illumination. A lot of power goes through these connectors, and it isn't uncommon for these connections to get crispy after a few years, even if you replaced the pins and rebuilt the plugs with trifurcon.
Of course, it could be that every single bulb in the backglass is burnt out... Hehe.
