I'm asking this for a friend (I am still very much in on TBL). My friend wrote to cancel his preorder because of some unexpected expenses with his start-up. Jaap responded that preorders were non-refundable after April 1. He further said that this was clearly explained in the March email.

From my understanding, refunds were to be available up until your machine goes into production, and we have no word that production has begun in earnest. In addition, there have been no announcements I've seen that April 1 would be a date where funds are locked. For that matter, the last DP TBL newsletter I received was in February.

Has the whole world gone crazy? Doesn't anyone give a s#!t about the rules???

Now he's being quoted a refund minus 10%. Didn't they criticize JPOP for this type of policy?

Quoted from IdahoRealtor:

Did this March 23rd e-mail go out to everyone? If so, it doesn't make sense.
"After this day we will start production of the first batch, including your machine." No way everyone's machine is in the "first batch", otherwise they wouldn't call it the "first batch".
I suppose saying everyone's machine is in "first batch" is a convenient way to terminate the refund period.
If the e-mail only went out to those who are truly in the first batch then no foul.

I've been in (and remained in) since day one. I hit every payment date.

I did NOT get the March 23 email.

Epilogue: he got a full refund.

The DP team are good guys, and I believe in them. They might make a few mistakes, but overall, they have done a great job for a small team, especially considering that they had to clean up after a mess they never asked for.

BoP 2.0 is a transformative product. Its quality, in terms of hardware and software, surpassed my expectations, and they continue to support it with meaningful improvements. I have no doubts TBL will be the same.
