Run the display test. Make a note of what is displayed in the jackpot display compared to the bottom display (of the main display). You can pause the display test by changing the state of the (auto/manual) latching switch. These results can help guide where to look next. A static picture does not give much guidance on direction.

If nothing in the upper display is working it still does not differentiate the CPU board versus the display logic on the display board. If you want an easy way to differentiate then you can use another Williams (not Data East) double alphanumeric display. It may not display 100% correctly in a Taxi but you can differentiate between the CPU and display logic. Otherwise you'll probably need a logic probe to check the signals coming off the CPU board. The upper display is segments 1-16. Those signals are in the ribbon cable.
