Not feeling comfortable testing voltages is likely going to be a problem.
That said, run solenoid test and see it it resets. Let it cycle through all the solenoids a couple times. If it doesn't reset, go into switch edges test and test the switches in the areas where the resets are happening. What you're looking for is more than one switch registering or the wrong switch responding.
